Kerala Water Authority — broken pipe not repaired

My consumer no is AWN/16380/D. I live in Alappuzha town. The connection to my house is damaged at the installation point at the main pipe and water is leaking through the road. Even after repeated complaints the concerned AE has not initiated action to repair the leakage and has instructed me to repair it at my own cost. Is it necessary that the consumer should repair the leak at the road? The overseer has even given me written instructions to repair the leakage in the road. Is there no responsibility on the part of KWA to repair the fault?
