Kerala Water Authority — complaint against my neighbour because he is not willing to close his drainage waste hole which is near to my house

Respected sir,
My name is reghy john i am from angamaly. I am writing this letten to mention that my neighbour mr george chakattil is not willing to close his drainage waste hose. He is working in municipality so i cannot complaint there. Hehas given his house for rent were 9 people are living. It is about 1 month now he is not closing it. Now bad smell is coming out of it. My wife is pregnant because of this bad smell my wife is vomiting and the mosqito growth os increasing. I dont know where i want to give complaint. Please take necessary action againt this.
