Lucknow Nagar Nigam — Garbage dumping on an empty plot next to my house

There is an empty plot next to my house which has become a public dumping ground. People do not give garbage to the Nagar Nigam Collection vehicle but throw garbage in the plot. There is an old tractor-trolley also which has been dumped in the plot. I don't know who the owner is. The garbage has become a breeding ground for mosquitoes and is a health hazard. Please help me

In new para colony, open plot in residential areas are fast getting turned into dumping yards for garbage. People throw waste with abject disregard for the health of those living nearby.Colony infront of Shubham sweet house,
new para colony, Rajajipuram, Lucknow, 226017, U.P., a vacant piece of land near my house has turned into a big garbage dumping spot and even the garbage collection vehicle dispose the garbage there only. The owner of the Plot is not looking after it (don't know why) and hence no action has been taken till date to rectify the problem. The garbage has become a breeding ground for mosquitoes and couple of times dead animals(dogs) are dumped here in open hence foul smell is spreading in residential area. Please look into it and clean the area as soon as possible.
