Lucknow Nagar Nigam — House tax discrimination

Address:Flat no.704 Omaxe Height, Vibhuti Khand Gomti Nagar, lucknow 226010

Plz provide me information, why same apartment same area same location & self occupied house tax is different every flat ? What is the calculation system? Even though some flat self occupied area more about 250 sq feet extra and paying tax is less.I fail to happening there calculation system.
Therefore, plz clarify so that we can proceed to pay house tax.
