Magicpin — fraud app

I paid 900 for buying an voucher through debit card, transaction failed and my money is transferred to magic pin wallet instead of refunding to my card, now transferred magic pin wallet amount can be utilized only 10 percent, is it not fraud? How they can automatically transfer our amount to their wallet and also only 10 percent of that money can be utilized for the subsequent orders
