Mahadiscom / Mseb / Msedcl — Consistent fine due to delay in delivery of bill to consumers

Hi Sir/ Madam,
This is with regards to MSEB bill reaching the consumer with a delay of more than a month after the period for which bill is generated.
It has been noticed that the bill is delivered late and after the "if you pay till" date. For example for consumer#[protected], the bill duration is 18/08/2015 to 20/09/2015, the "antim tarikh" is 20/10/15. If I pay before the antim tarikh bill amount is Rs.1930 while if I miss that date bill amount is Rs.1990.
Kindly let me know how is the consumer expected to pay the amount without fine if it reaches on 25/10/2015.
Repeated questions to the deliverer has failed to generate any response. I can assure you this is not the first time when the delivery has been delayed.
What surprises me even more is that the deliverer never notes the date of delivery to the consumer and drops the bill any time at 8pm or even on a Sunday. When asked why the delay he did not have a satisfactory answer and ranaway when asked about the agency that hired him.
Kindly revert with an explanation that holds true in the above case or direct me to someone who can.
