Maruti Country Wide Auto Finance — noc not received

Address: D/226 Lajpatnagar 1, New Delhi, Delhi, 110024

I have purchased Maruti Suzuki baleno from Rana motors and they have made me collaborated with country wide auto finance department for finance of the car. This was back in 2003, now this has been a dream for me to get the NOC of the same when I already cleared the finance in 2006. It was a loan of three years but how could I know that it has become a pain of 15yrs.to get the NOC.
