Milind Patel — illegal toll collection at dahisar toll naka mumbai

I travel daily from mumbai to virar and virar to mumbai. I learnt that if any vehicles wait more than 3 minutes then that vehicle owner shall be exempted from payment of toll but instead the toll operators keep on collecting tolls illegally keeping all vehicles waiting more than 20 minutes and also supervisors at toll also help in collecting illegal tolls instead of relieving the long queue.
I wish to know in this situation where to make complaint and what action would be taken for collecting illeagal tolls at dahisar mumbai toll naka,
