A legal notice is not a court notice or summons, hence they cannot be served.
Moreover, even if they could be, what is the proof here that they were in fact served?
Would you ever know that the notice was read by the respondent?
Hope you do it in a better way as it seems you do have the respondents address.
Please note that this is just an advice and in no way or circumstances I am related to any of the parties.
