Mr. E. Selvaraj (owner) — About collecting high electricity bill amount illegally

Hi,
This is regarding the collection of high electricity bill amount for tenants in this house. An amount of Rs. 6/- is being collected per unit without A/C and Rs. 7/- if we have A/C. This owner has some separate EB machines for all the 15 houses which we doubt if it is running illegally.
