Municipal Corporation Of Chennai — stray dog in my apartment

We have couple of stray dogs in our appartment that chases everyone on the street, particularly we have 2 year child and our family. We would want them to caught. Please help us to solve this issue..
Dog owner also not responding properly.. How can i move further...
