Municipal Corporation Of Delhi — complaint for stray animals like dogs and cows

I am writting this because in my area, there are lots of stray animals like dogs and cows & they are littering with dungs, due to which it also results the street has became the dumping yard. Every where its the dung only. As it can cause the disease which is occurring heavenly in atmostphere these days.
A a dairyman, on the other side of area release these cows in night to roam around the avery corner in area so it is happening, warning has been given to them as well, and even several complaints have been lodged to the councillor and other responsive offices nothing has been holded up. Dogs even have bitten to children playing around, cased of cow hitting to peoples waking through.

My urge is to please take an immediate action on this to catch them,
