Municipal Corporation Of Delhi — Illegal construction of iron gate by second floor Residential

Second floor Residence has illegally constructed iron gate in between second and first floor blocking the way to go to terrace for checking of water tank.
Its been more than 2-3 years since water tank has been cleaned.

Water collected in the tank is of severe types.
Situation is getting worse to worse. Second floor residence has put on trash on the gate of first floor.
Glitering waste.
