Municipal Corporation Of Delhi (Mcd) — Garbage in partly constructed house

Dear Sir/Madam I am resident of Molarband Ext. Gali No. 14B. I have a partly constructed house adjacent to my house. The owner started construction saying they'll live here but deserted the house without completing the construction. This plot is seemingly unclaimed for more that 20years now. We tried to get to the owner but were unsuccessful in our persuasion. This plot has now become a breeding area of mice. All our neighbours fear that any epidemic may breakout because of these rodents. We aspect serious action against the owner. Either MCD claims this land or force the landlords to sell this off or regularly take the cleaning responsibility of the land. Thanks
