Myself — Name change in the electricity bill

I had purchased a flat from an old man in andheri, I stay at dubai Im not a resident of india, and never knew that the person who sold me the flat is dead years back, and the electricity bill is still in his name, now I have to tranfer my name on the bill from his name, may I know what is the procedure for the same.
