Passport Office Jalandhar — Harassment

I went to passport regional office today for my 1 year old baby. But the guard sitting there didn't let me in because I didn't have the print out of the appointment letter. Even if the appointment message was already there, still they wanted to have the appointment printout.
I mean why no body is keeping a check why is going on in the system. Why there are rules to harass the public.
The website was down and I came back to...

Since 22nd September, my PCC status is dispatched has been initiated for PCC. I called and emailed so many times to

But they are not replying on anywhere. Please help, I need my PCC certificate very urgently....
