Passport Office Jammu — Unnecessary documents being asked to bring!

This is by far the worst passport office in India.

I really don't know what is wrong with the people working here. My sister has been asked to produce documents (1st time University MA marklist and 2nd time 10th Diploma form the J&K Board) which I really don't know what they need for. They sent her back first time saying University Marklist is needed, which bydway is not mentioned anywhere on any website or anywhere else as well. But when she went 2nd time (with the University marklist, which took us 2 months to get as she had just finished her MA), she was told that Marklist was not required at all (strange?) but they need a 10th Class Diploma along with the Birth Cirtificate(when she already had 10th std marklist with her). Wholy Crap!!! Why the hell do they need that? what for? Where is it mentioned? No body knows..!!! But just that they have the power to decide if her application goes ahead or not, they can make you go back and waste your time.
I really cannot believe these people can be this dumb!
I wish anybody could teach them something about customer care or hell with customer-care, atleast teach them about the job they are doing. Common, atleast know what you are doing guys!!! We common people have some life as well!!
