Passport Office Patna — bribe demanded for police verification of passport

Sir,
I am rahul ranjan, a resident of muzaffarpur, bihar. I have applied for a fresh passport and received a call from ([protected]) the police station (Ahiyapur, muzaffarpur) on 25th oct, 2018 and when i visited they openly asked for bribe for clearance.

When i asked the reason for payment (For receipt) they told me that i won't understand and advised me to submit rs 1000 by the end of the day. I haven't paid yet. I hope you will consider my request and do the needful. I shall be obliged to you for this.

I have received my passport but Post police verification of my passport (new passport no. S3547368, file no. PA[protected] is still pending from Patliputra police station as they are claiming that they have yet not received the file. This is a case of passport renewal from PSK Patna on 12th August, 2018.
