Passport Office Patna — delaying of passport

Ihad applied my passport from purnea passport office and my appointment was on 2o august. After one month my police verification was also done. But still i did not get any information regarding my passport. As per the rule we get passport within 1 month after the police verification is cleared but this does not happen. Whenver i track application status its showing under review. Kindly let me know the cause of delay and Please help to find out. Its very urgent as i have to go abroad for further studies. Thank you. I am Ravi Ranjan Bhaskar from Gaya Bihar, I am completing police verification in first week of October. Till date i am not receive the passport.
Passport status in pc. it is waiting for " Police Verification Report for passport application is under review at the Regional Passport Office. Passport will be dispatched after Police Verification"
