Patna, G.P.O — Non-clearance of cheque for last 14 days for buying kvp/nsc

I, sweta kumari had deposited cheque for buying kvp at patna, g.P.O on 14 march 2016.They withheld for 10 days saying link failure.There is always link failure at patna, g.P.O.Still my kvc has not not been issued even after 16 days.Condition at patna g.P.O. Is very worse.India post need to improve working at patna, g.P.O.
It is complete nightmare to invest at patna, g.P.O.No official come to check lethargic work done at counter.
