Perfect World International — banned my all accounts

hi. i was playing perfect world international (pwi) nearly 2 years. i reached to 45 accounts. there was no rule about how many account i can create. when i reach 2 billion in game money, gm banned to me. i wrote ticket to gm why? their answer was too many account i have. i said to them there was no rule about how many i can create. they didnt show any rule about how many account i can. pls help me.
