Respected Sir,

I am stating the following facts.

I gave an advertisement in Housing.com for selling of our property, soon respond came from housing.com that a gentleman named Mr. Teodor Baconschi was interested in buying this property. This particular gentleman gave his identity as an Ex-Romanian Minister, now residing in UK, as a house arrest staff, who wanted to leave UK and to come to India, soon after I communicated with this gentleman after which he asked for photos of the house, I uploaded the photos by internet, after seeing the photos this gentleman was interested in buying the property. Thereafter, he asked the price of property in GBP, which I quoted, as soon as I gave the price of the property, he was interested in making the payment, soon after he asked my bank account number and proof of Indian resident after which the payment will be made, however, I gave my personal bank account details and my Driving License photocopy, after which he text via mail that the amount for purchase has been transferred to the Reserve Bank of India through Barclay’s Bank, London and that after completion of certain formalities the payment will be transferred into my personal account, however, I was told some lady named Mrs. Rita Singh, Head of Foreign Remittance, Dept of RBI will be handling the case, soon the next day i.e March 9, 2016, around 10:15 a.m. the lady called and communicated me via cell phone, and I was told to deposit 75, 600/- within two hours of this call, else the amount will be nullified. She introduced herself as a lady of 56 years old who is working in Reserve Bank of India, Marine Drive, Mumbai and is working on for the last 25 years and her phone number is (0)[protected], (she gave no other landline number) which is the office number that remains on from 10 am till 6 pm Monday through Friday. Under pressure, I had to deposit the amount of 75, 600/- to an account under the name of Munna Lal Rathor, at ICICI Bank at Sheopur, whose account number is[protected], and PAN number: ARTPR7159K, which I came to know as a Current Account, after which she acknowledged the payment by a cell call and not by a receipt, soon after she send a Foreign Remittance and Cash Form through mail, which she told that she will fill herself, I was in a bit doubt that how can she fill the signature part of that form of mine. After which she again called and told that the transfer will be made the next day i.e. March 11, 2016, so I waited till that date, however, on the morning of March 11, 2016, she called me again and send me a form through mail for FEMA clearance to deposit 1, 55, 000 within 12 hours, I called back her and told that I will be unable to deposit the same so she negotiated that she can give a maximum TAT (turn around time) of 7 days verbally. I was confused how 12 hours can be extended up to 7 days verbally though time was given 12 hours in the form. Further I requested to exempt 1, 55, 000/- as it is not possible for me to arrange the amount within the stipulated time for which I will be not able to make the payment and as soon as I told she roughly behaved telling that the transfer will be nullified.

I therefore request you to investigate and find out the truth behind this, kindly guide me up regarding these suspicious activity.

Being a layman, I am unaware of RBI rules and regulation, so kindly guide me in the right manner of these activities and please let me know is there any such rule like this in the name of FEMA clearance or is there any Employee/Staff working with the name as Mrs. Rita Singh, Head of Department of Foreign and Remittance with the phone number (0)[protected], at Marine Drive.

Once again I request you to guide me in finding the truth regarding the above subject.
