Seller refunded my amount through debit card but amount not come in my account and bank denied to me to raise a charge back dispute and not tell me properly anything

Sir I purchased PNB fastag online, TAG ID is : [protected] but the same is not attached with PNB Account. When I try to link it with bank account system reply "Vehicle does not exists with the Vehicle Number. Till date I could not recharge this fastag. Customer care could not help me they say to do with the help of my fastag app. I am attaching herewith screenshot. I the same is activated then why could I not able to recharge/link with the bank account.
