Punjab State Power Corporation [PSPCL] — amount deducted but electricity bill not paid

I had made a net banking transaction of rupees 3670/-. But transaction got failed. But amount got deducted from my icici bank accout. Later i checked with bank, they said transaction is successful, please check with merchant.
