Punjab State Power Corporation [PSPCL] — bill pending but pay deducted from bank

I have made a electricity bill payment of rs.2640 on dt 13.08.2017 vide contract a/c no. [protected] bank a/c no.[protected] icici bank thru bill desk. Amount deducted form bank but pyt failed. So you are requested that pl refund the above said amount to my bank a/c.
