Punjab State Power Corporation (PSPCL) — Electricity Charges and poor customer support

Dear Sir I am a resident at Air Force Naval Housing Board, Sunny Enclave, Kharar, Mohali. I am regularly paying my electricity bills. The last bills were of Rs1670 and Rs 280/ respectively. last month my bill suddenly has become Rs13443/ - The website is totally unfriendly. When I send the complaints, I was replied that I have to send some one as Kharar does not come under PSPCL zone !!! ( As if Kharar is not in Punjab). No responses is given to my repeated mails.
