Punjab State Power Corporation [PSPCL] — i m getting bill for average reading not for actual meter reading

I m gerting electricity bill for average reading not for actual meter reading from last 4 months

I had taken 3 phase connection earlier but at that time there was some issue with bill generationa also but later on it was esolved

Please confirm me the reason for same abd resolve my issue
