Punjab State Power Corporation [PSPCL] — inconvenience

I am paying my pspcl bills since 11 years..!
Bt from past months my bill is increasing with out any problem..
I was used to pay my bills near about 65-80 thousand bt this month by bill is near 2 lakhs..
Exactly my bill is 174653..
And there is no value o[censored]s in pspcl office they dnt listen us at all at focal point ludhiana..
And there is no head to take care of this disturbance..
Plzz help
