Punjab State Power Corporation [PSPCL] — regarding electricity bill payment

I had paid bill amount of rs.29110/ on 4/5/2018 through internet banking. I got reciept also. But second time the same bill amount is showing i asked in the bank they said your transaction is successful and when i went pspcl office they said your bill has not paid. Then where my deducted money went and i if my transaction has failed then i should receive refund amount but i didn't receive refund amount. The deatils are like this:- consumer name:-pupu ram
Ac. No:-[protected] amount paid:-29110/ on 4/5/2018 at 10:11am.
