Punjab Technical University — about fees pending

I'm sanjeet kumar jha
From indo global college of engineering abhipur mohali, sir have problem that my college doesn't allow me to seat in viva and it is due to that i don't pay the fees of extra semester. Sir, principal made the rule to pay the fees advance for next semester which is not possible for all the students
I'm from aa poor family, so i don't pay the advance fees for next semester and due that they doesn't allow me to seat in the viva exam and due to that my result is going to pending
Sir, please told me which rule of your university says that pay the advance fees... Sir, please help me
