Rajdhani / Yamuna Power [Bses] — wrong meter reading

The authority is not accepting my complaint of excess meter reading after meter change. Where as from last three years my monthly reading was about 90 to 100 units, but now it is400 units for same consumption. Also my house is only a single room of dda janta flat. Pul pehladpur sub station. Dgm business division, khanpur.
Pls help me to lodge my complaint.
