Ranigandha — complaint against gutka and tobacco seller seller

I have seen there is an gutkha seller in dahisar area.
1. At ravindra hotel pan shop
2. At chiranjeevi bar and restaurant ka pan shop
3. At dharkhadi vaishali nagar near and opposite sheetal hotel
4. At hanuman hotel pan shop
5. At deepa bar and restaurant pan shop.

They are selling gutkha and tobacco to the youngsters. If gutkha is ban so how is supply given to such shops, from where it is coming and why is the government not taking strict action against it, why is it banned just for name sake.

Please government come forward and take a strict action against it.
