Ravi international Tours and travels, Dombivli East — Not providing me the refund money in time and not providing me the whole money of refund

I had booked a ticket from Guwahati to Mumbai dated 06/JUL/15, through ravi international tours and travels. Which is having a PNR/ Booking refrence number C3FBPI. The booking amount i had checked was around 5300 INR per passenger on net, but the owner took around 5700 INR. The difference i took as the booking commisiion which the owner might had taken. But due to unforseen reason i had to cancelled the ticket on 22/JUN/15. which was around 15 days prior. So as per the cancellation policy provided by Indigo airlines, the cancellation charges should be around 1500 INR per passenger. This was again confirmed by the customer complaint which said that total of 9000 INR has been deducted and the amount transferred to the agent is 23642 INR. But the owner is providing me with amount of 19500 INR, which shows the deductions of around 2333 INR. That means, the agent is taking a commission of around 700 INR per passenger, which is much more than the normal agaent takes. When i asked about the explanation, i had been told that the owner is out of town and can't meet.
