banks are not responding to close inactive and dormant accounts troubling people

I have accounts in icici bank, sbi, andhra bank some a/c s are inactive and dormant, i don't require that a/c's, when i go ask nearest branches they're saying lot rules and conditions and need to close in base branch, almost the banks are using digital technology why this much of negligence and they are troubleing customers in lot of ways as i have seen in many banks my sincere advice is rbi need to control...

We had given the post dated check (Of 5/4/2017) to asian bariatrics on 23/3/17.
