Reserve Bank Of India [RBI] — unauthorised transaction happened from sbi debit card. is the amount can be recovered.

On 26.12.18 my father had got a call from mobile [protected]. He asked my father for his card number and otp by saying that he will provide new chip card. After providing all details he transfered rs 49978 to 4 different wallet. My father complained about this to bank manager but he said he can't do anything. Your money will not be refunded. My father had written an application also about this and complained also that time. We had complaint about this to police station and cyber crime branch also.
I read an article on that as per rbi guidelines bank will refund the amount. I had saw many videos about this that rbi guidelines are there to refund the money. Will my father get refund his fraud amount. What we have to do now. Please help in this regard.
