Rishi Enterprises — Received faulty remote seller is not responding

I have Ordered LG TV remote from Rishi Enterprises through Flipkart, The day product received tried it it is not working as it mentioned in discription in Flipkart. I have called up the seller he guided me to set this up but still it's not working, so seller told me to place the replacement request in flipkart and tell them to refund the amount, I did this but as per Flipkart seller policy they won't be able to refund me. Flipkart executive told to place replacement request only, so I did that. But after putting the replace request seller called me to cancel the replacement request, saying after cancellation of replacement request he can refund me the amount in 7 days. But after several followup he is not picked up the faulty remote nor he is refunding the money. In every call he always says that 'I have put up request in Flipkart for the Solution' but after almost 1 month the issue is not solved. Now he blocked my number also.
