RTO India — 90 days passed and still RC not received for a new vehicle

It has been 90 Days since the purchase of new Vehicle which is registered under KA01, but there is no news on the RC Smart card. On checking the Application Status on Vahan portal with application number kA[protected], it says RC smart Card Pending since 17th March 2021.
Please help in expediting the process as there is no way to contact the RTO office for common people
