RTO India — Change of owner name not done/ no insurance of vehicle

Address: Bhawani tower, iit main gate,Powai 400076

The vehicle MH04EQ0142 has not been transferred from 1st owner to current owner and there is no insurance to this car. The vehicle is in Powai. No PUC also done.

Wondering why no action has been taken since last year.
