RTO India — Delay in DL - "APPROVAL OF ENDORSEMENTS ON DL"

Dear Sir/Madam,

I am Gurpreetsingh Dang, I have applied for 4 wheeler(LMV) Licence, I am owning 2-wheeler Licence, I have completed the process at RTO level and cleared the driving test on 1-March-2021 but still I haven't got my Licence delivered at home, while checking status on Sarthi it is showing "APPROVAL OF ENDORSEMENTS ON DL" when I visited Vastral RTO (GJ-27) no one answered me properly.

I visited RTO on 19-April and 3-May, 2021, they said application was rejected because of partial fee remaining, and then I visited again after paying the remaining amount(950 Rs.), I am having question if fee was remaining then how application moved further? and I have already paid more than 2500/- Rs. to RTO but still didn't got my licence.

Could you please help me out, I have clearedby driving test on 1st March 2021, and attached the screenshot of the same.
