RTO India — Driving license application [protected] is in document verification stage for more that 3 months

Driving license application [protected] is in document verification stage for more that 3 months.

I applied for driving license ([protected] ) on 24/12/2020 and payment is successful. From that day 24/12/2020 the application is still under SCRUTINY - (Document Verification) and 3 months passed now. Could you please check why application is still in this stage.
