RTO India — I'm complaint about a Kapurthala rto office nobody check documents because of electrical cut

Dear sir i lost my license so i make a appointment for today for apply a duplicate license my appointment time was 11:15 am now its around 1 o clock first here is no line in manner of apointment time and no social distance then they stoped bcoz of electricity cut they have genrater but they saying its not working its a disaster please kindly look into it people are suffering here
