RTO India — International License

I have applied for an international license on[protected]. It has been three long months, but still my application is not processed. I uploaded all the required documents and everything.

Currently I am in outside of India and I have also uploaded the document from Indian embassy in this country required for an international license but still my license has not been processed yet.

The officers at Patna RTO 'Mr Pawan' are asking me to be present in person, this is ridiculous as the application for an international license is supposed to be completely online and how he expects me to be present in person if I am applying from outside India.
