RTO India — My application no [protected] Dated 17-6-21 for duplicate DL refused by RTO Samrala-43 Office without valid reason

Address: Street No.1, Harnam Nagar, Samrala

I have applied for duplicate driving licence and address change with application no. [protected] Date 17-6-21. On appointment day 18-6-21, RTO office samrala-43 refused my application by saying that we cannot provide duplicate licence from other RTO.
If they can't provide service then why parivahan department taking money for that
