RTO India — My LMV LLR application is rejected as I went with my own vehicle

The RTO inspector rejected my LMV LLR saying that i have to get licence only through driving school not with my own vehicle . please confirm me that the individual is allowed to get the LMV licence with their own vehicle as the (https://parivahan.gov.in) allows .
