RTO India — RC book is not transferred by the buyer

I have sold my bike to person (Rajul Haque- Phone no: [protected])
I want to register complaint as he is not transferring the RC book to his name and I'm not responsible for anything happen to the bike.

I have got singed the delivery note, sale receipt .

Pls help me to raise the complaint
