RTO India — RC not provided yet

I've applied for permanent RC since 29th december 2020. It is June, 2021.
I've got the online RC (via digilocker), but physical RC has not been provided yet.
When I login into portal, all I can see if "Paper RC pending at print". What does that even mean?
Govt. is asking all o[censored]s to stay indoors, yet they fail to hire people who doesn't need to be told how to do their jobs properly. Then govt. complaints we common citizen are irresponsible. If they can do their job, we don't have any wish to roam around.
