RTO India — Rescheduling of LL test

I applied for a learner license and took the appointment of test two times but both times it was canceled without any pre-information. I want to know that is there any system for updating people about this and why your website give appointment if there is no service provided on those days...to bother public only. In Delhi, the system doesn't look at these mistakes and only happy to blame the public and central govt. I would like to know what type of services Delhi govt provides except home delivery of wine and criticizing central. Are you responsible for anything?
