Thane RTO Maharastra
Date of incident - 31 August 2020
As per notification from central transport ministry - all documents validity that expired during COVID was extended to December 2020.
In spite of this notification, THANE RTO levied 70, 000 rupees penalty for an NOC issued by Himachal pradesh, for re registration of car in state of Maharastra. Even though multiple requests were made since due to lockdown and fear of catching CORONA VIRUS, I did not move out of the house- The NOC was issued in Himachal pradesh on 29th Feb 2020 - and reached Mumbai through courier by 10th March.
The lockdown happened immediately after that, and since time was still left to get car re registered there was no urgency.
But Thane RTO, over riding the central Transport Ministry guidelines, still penalised 70, 000INR.
i want a refund of the money as per the Ministry of transport and highways and parivahan website. Since all documents had been extended and the RTO was shut for a period of 2 months.
In Thane and MUMBAI - a citizen could not move out of house for more than 2kms due to lockdown and we were not allowed since there were cases around the building. In spite of multiple reasons, the RTO focussed on earning money than to follow the law.
