Sainikpuri Plot ,kapra — complaint for vacant plot where people are throwing garbage on daily basis

This is to inform you that the vacant plot is there beside my house, many people who stay around the plot are throwing garbage in the plot .because of this, many tress grew, junk got added in the plot, many start dogs got picked up in the plot and there are many snakes in the dirty plot which are coming into my house now and then frequently, also we are unable to open the windows of my house as we open the windows its smell bad, there is no fresh air around, I have told the owner many times regarding this, she dint bother to clean the plot and she also said you can give complaint to whomever you want, she dint visit the plot since last 2 years, we are really suffering a lot because of this, Even after a repeated number of complaints to local authorities & M.C.D. Office, there has been no action taken to correct it. Me being a doctor have tried for making the area clean but nothing is happening because of lack of support of colony people
Secondly if that plot is not clean so people are taking advantage of the same, They have opened there sewage and throwing all dirty water in that plot only ...
The dirty water from the plot keeps coming out of it and has made the whole time smelling . Pigs are also staying at the same place.

I am requesting you to take action as it has become a daily problem for us, please take an action as soon as possible, Hope i will get the answers & action abt the same.
