Presently, self-financing colleges and deemed universities rarely refund fees when students withdraw from a course even if they choose to discontinue before the commencement of classesin an academic year. Many institutions withhold the Transfer Certificate (TC) and academic certificates of students who wish to discontinue unless they pay the fees for the entire duration of the course.The latest AICTE Regulations supersede its earlier regulations of 2010, which were subsequently amended last year. My college has violated the following guidelines of AICTE: 1)Free refund: I've studied here for a semester, and wish to discontinue, but am being denanded to pay the fee for the entire course. Despite explaining that my father is retired and I'm not financially sophisticated enough to pay the fees for the entire course and pay for the college I'll be shifting to, they seem unmoved. 2) Withholding certificates: They refuse to return my original certificates unless I pay the fee for the entire course. This is hands down illegal. When asked they claim to have rules of their own. To make things worse, I'm being kept from meeting the Vice Chancellor of the university. The Registrar here refuses to even forward my application letter to the Vice Chancellor unless I give a Demand Draft of the entire amount along with it. I'm extremely depressed, and have been do for the past few weeks. I feel suicidal. I need help.
